3Morocco Still Claims Ceuta
Although Spain has governed Ceuta since the 17th century, Morocco continues to claim the city as part of its national territory.
Spain rejects this claim, considering Ceuta an integral part of the country. Most residents identify as Spanish citizens, vote in Spanish elections, and enjoy the same rights as people living on the mainland.
This long-standing disagreement occasionally strains diplomatic relations but has remained largely peaceful.
