7A Diplomatic Dispute Triggered the Crisis

The mass crossing did not happen by accident.

Relations between Spain and Morocco had deteriorated after Spain allowed the leader of the Polisario Front, Brahim Ghali, to receive medical treatment in a Spanish hospital. Morocco strongly opposed the decision, arguing that Spain had acted without proper consultation.

Many experts believe Morocco temporarily relaxed border controls, allowing thousands of migrants to reach Ceuta. Although Morocco denied intentionally encouraging the crossings, the timing fueled diplomatic tensions between the two countries.
